I finally received an explanation on this confusing card, from the FEMA folks. It is originated by the Red Cross to help their flow. FEMA is NOT using it. Don't know about food stamps and city housing.
FEMA loves the preprinted forms from the public computer banks with space for the nine digit FEMA number. In fact, they feel very comfortable with these forms and tend to "fast track" the folks who visit them with these forms.

As of Friday, there were 2 processes, at intake when they first arrived through the evacuee entrance on Red River. Here, they are entered into the database, which Peter Collins, the Head of IT for the city, assured me is the same as Katrina Safe. They are given a wrist band, which enables them to enter the facility, get a cot, meals, shower, etc. They cannot even walk around the facility without a wrist band. Without it, they have to get back in that 1st line again.
Then once they are able, they go to the tables which were by the Hair Salon on Friday to have their needs assessed and get a yellow card with a number. This number allows them to get in line to talk to FEMA folks, Food Stamps, Housing vouchers from the Red Cross, and City of A Housing folks.
